Greetings Hermosa Beach City Council Candidates,
Hear are some of the informational points that are being provided to the Hermosa Beach City Council candidates for the HBNA candidate forum on May 25, 2006.
1. From 1998 to 2004, what reported crime categories have shown an increase in Hermosa Beach, but the same crime categories have shown a decrease in Manhattan Beach, Redondo Beach and El Segundo?
2. In 2004, the FBI CJIS Advisory Policy Board approved discontinuing the use of adding up the 7 Part I Crimes to use as the Crime Index in the FBI UCR Program and its publications.

In recent years, the Crime Index has not been a true indicator of the degree of criminality of a locality.
3. The combining to the 7 Part I crimes to use as the Crime Index for a city has been discontinued by the FBI, and the term Crime is Down or Crime is Up, when referring to the Crime Index is no longer a valid as a description of the level of crime in a city.
4. The UCR Program is used to compare a reported crime statistic, to the same reported crime statistic. The UCR Program is useful in comparing for example, the number of assaults in one year, to the number of assaults in another year.

Since 1930, through the UCR Program, the FBI has collected and compiled data to use in law enforcement administration, operation, and management, and to indicate fluctuations in the level of crime in America.
I have included an Excel spreadsheet: CJSC - BCH CITIES CRIME STATS 1998 to 2004.xls in this e-mail which compares California Criminal Justice Statistics Center - CJSC reported crime statistics for the years 1998 to 2004 for Hermosa Beach, Manhattan Beach, Redondo Beach and El Segundo.
The reported crime statistics in the Excel spreadsheet was obtained from:

The California Criminal Justice Statistics Center CJSC, receives the reported crime data from each city in California and then the CJSC reports this crime data to the FBI for its Uniform Crime Reporting Program data base.
It is the FBI Uniform Crime Reporting data base that is used to for the Crime Index to rank different cities as to whether, Crime is Up or Crime is Down in a particular city.
The UCR Program collects offense information for murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft, motor vehicle theft and sometimes arson. These are the 7 Part I offenses that are reported and then all 7 Part I offenses were added up to make up the FBI Crime Index number for a city.
In the past few years, it became apparent that there were major flaws in adding up all the 7 Part I offenses in order to arrive at a single Crime Index number for a city.
The comparing of the Crime Index number of a city, from one year to the next was flawed because, Larceny-Thefts made up 60 percent of the total Part I crimes reported.
The large volume of Larceny-Thefts in a citys Crime Index overshadows the more serious but less frequently reported crimes.

I was looking in a table in Crime in the United States, 2003, and didn't see a column to list my city's Crime Index. Why?
In June 2004, the CJIS Advisory Policy Board (APB) approved discontinuing the use of the Crime Index in the UCR Program and its publications. The CJIS APB recommended that the FBI publish a violent crime total and a property crime total until a more viable index is developed. In recent years, the Crime Index has not been a true indicator of the degree of criminality of a locality. The Crime Index was calculated by adding the totals of seven Part I crimes. (The Modified Crime Index included arson.) Currently, larceny-thefts account for almost 60 percent of the total crimes reported. Consequently, the volume of larcenies overshadows more serious but less frequently committed crimes.
The California CJSC reported crime statistics will be used in HBNA Candidate forum debate topics for the Hermosa Beach City Council candidate forum on May 25, 2006.

The CJSC reported crime data in the Excel spreadsheet shows that from 1998 to 2004 there have large increases in reported crime statistics in Hermosa Beach.
During the same years 1998 to 2004, Manhattan Beach, Redondo Beach and El Segundo are showing decreases or a smaller increase, in the same reported crime statistics.

First, let me say that I know all of the candidates for City Council share your concerns about the status of public safety in Hermosa Beach. We also all appreciate your interest in the subject and the work you do to keep it in the public eye.
And although these are important issues that are near and dear to all of us, unfortunately, it does not appear that I will be able to participate in tonight's forum.
Again, thank you for taking such an active role in the community, and I all look forward to working with you again in the future.

Al, I also, regrettably, will be unable to attend. I appreciate all of the work you do to provide important information on this issue, as well. My hope is to sit down with you and review the material that you have provided. Also please note that I will be riding along with our Police Department this Saturday evening (Memorial holiday weekend).
